This article addresses the use (or misuse, the authors want to show) of international science rankings to predict downfall for the US economy.
Particularly instructive (meaning agrees with my choices of rant subjects) is the history of science boom-and-bust cycles in the US. Plenty of unemployed aerospace, IT, biotech and other scientific types. It appears under the subheading Market Maths.
