They are over-counted, since the counts are Influenza-like (includes pneumonia) illness, instead of confirmed influenza. But that is reasonable, since it can be diagnosed by any doctor, rather than tested in state and national labs.

24.5% of all those cases (random testing) are turning out to be H1N1 influenza. 99.6% of all influenza (by laboratory test) is H1N1 (California/2009)---that's the official designation.

It's enough. Plus I am seeing it run wild on Facebook and Mommy Blogs.
