The rule here is any wet, temp below 32 or temp plus wind chill below 32 means indoor recess.
Basically anything on the yellow zone on the cold side, they don't go out. Some of the kids don't have proper winter clothes, and there aren't enough playground monitors to make the children keep their gloves and hats on.
