Yes, it sounds like babysitting. According to Emily (i.e. take this with a grain (or a whole shaker) of salt), this was for indoor recess and there were a few activities from which the children were supposed to choose. TV or .... Now, what child would pick something other than TV? Certainly not my child.
But I don't have a huge problem with some babysitting at school, particularly for indoor recess. I remember dances and board games at my grade school.
But I do think that the school (or the county) is too wimpy about outdoor recess. Monday could have been outdoor recess, IF the children had hats, gloves and zipped winter coats. But you can't count on that especially without helping the kindergarteners zip and put on. And some of the poorer parents come to pick up without adequate coats or hats, so maybe the children aren't dressed warmly enough either.
