School systems and the economy

The school system here failed to find the total amount of cuts they were asked for. So the Board of Education is supposed to look at the (cut once, just lightly) budget and identify places for cuts. If they fail to get to the number asked for, it will be those cuts plus x% off each line item. The x% will be calculated from the difference between the number asked for and the cuts that the board identified. It is a long process, so the budget WILL go into deficit at some point.
